About the project

The "Piloting L&D assessment and systems for climate-induced hazards" project aims to address the significant gaps in the systematic data collection, quantification and systematization of Loss and Damage (L&D) from climate-induced disasters in Nepal. This initiative is a collaboration between DanChurchAid (DCA) Nepal, Social Service Centre Nepal (SOSEC Nepal), Youth Innovation Lab (YI-Lab), and Kamaiya Mahila Jagaran Samaj (KMJS). The project focuses on both economic and non-economic L&D, particularly from extreme events and slow-onset hazards, to generate robust evidence and feedback for the national disaster management framework. This is crucial in ensuring that the impacts on marginalized and vulnerable groups are comprehensively accounted for, thus contributing to more informed decision-making and policy development at local, provincial, and federal levels. 

Objective 

The primary objective of this consultancy is to create and recommend comprehensive Standard Operating Procedures (SOPs) for assessing both economic and non-economic loss and damage (L&D) associated with climate-induced hazards. This will involve reviewing existing assessment practices, identifying gaps, and incorporating best practices. Additionally, the consultant will conduct consultations with local governments, stakeholders, and communities to align the SOP with local needs and strengthen the capacity for policy integration.

Scope of the work

  1. Conduct a review of existing L&D assessment practices to identify gaps and best practices. 

  2. Collaborate with local government officials to tailor SOPs that meet their specific needs and context.  

  3. Facilitate the project partners in the consultation workshops to gather feedback and refine the procedures.

  4. Create a user-friendly guide for local governments to facilitate the SOPs. 

  5. Conduct targeted training sessions for local government officials on loss and damage assessment methodologies aligned with the developed SOP’s and climate resilience strategies. 

  6. Develop a policy recommendation brief based on assessment findings and facilitate discussions with policymakers to promote actionable strategies for improving disaster management.  


Consulting Timeline

The tasks need to be implemented from October 2024 to December 2024.

 

REQUIRED QUALIFICATIONS

  • Advanced degree in Public Policy, Environmental Policy, or a related discipline. 
  • Proven track record of developing Standard Operating Procedures (SOPs) and methodologies for data collection. 

  • Experience in policy development related to climate resilience and disaster management and familiarity with local government processes and stakeholder engagement in the context of climate change.

  • Strong understanding of both economic and non-economic loss and damage assessment. 

  • Demonstrated ability to engage with marginalized and vulnerable communities in the assessment process.
