About the project

Using Climate Change Scenarios to Inform Community-based Adaptations and Planning in Nepal (CCSICAPN) project is funded by Frontier Technology and aims to develop ways to inform and capacitate local government to make use of existing data, policies, and technology to enable local government to implement DRRM and CCA related plans and interventions through data-driven decision making. CCSICAPN is an eighteen-month-long project that is being implemented in Bhotekoshi rural and Rajapur municipalities. 

Objective

The objectives of the consultancy is as follows: 


  1. Support CCSICAPN project team of YI-Lab to consolidate KII findings and feedback based on DRR and CCA assessment toolkit to assess the status of disaster governance of project-implemented municipalities

  2. Facilitate productive consultations with federal agencies (NDRRMA, MoFE, MoFAGA, DHM, NPC) and both  Bhotekoshi rural municipality and Rajapur municipality, fostering stakeholder alignment and gathering essential feedback on the Assessment toolkit.

  3. Lead Assessment Toolkit revision  ensuring alignment with stakeholders' needs, and support Interim Pilot report review for project quality.


Tasks and deliverables

2.2 A  summary of output from the field visit, municipal consultations and feedback received. 3
3 Stakeholder consultation with federal agencies (NDRRMA, MoFE, MoFAGA, DHM, NPC) 3.1 Facilitate an orientation session to define the toolkit's objectives and initiate a discussion to collect feedback from federal agencies (NDRRMA, MoFE, MoFAGA, DHM, NPC) on its content and usefulness. 10
3.2 A summary of output from the consultations with federal agencies and the feedback received. 3
4 Revision of Assessment Toolkit after testing in the municipalities and feedback from the planning officers, project implemented municipalities, stakeholder consultation with federal agencies (NDRRMA, MoFE, MoFAGA, DHM, NPC), steering committee, and FTL team.  4.1 Documentation of changes made after testing in the ground level.  2
4.2 Updated Assessment Toolkit ( verify all feedback received from planning officers, implemented municipalities, the steering committee, and the FTL team has been addressed in the revised toolkit.) 7
4.3 Training materials, presentations, or resources that help Planning officers to understand the changes made to the toolkit and how to effectively use it. 2
4.4 Presentation on the updated toolkit to the team members and Planning Officers.  1
4.5 Improve the content of the toolkit based on feedback and revise to make it more relevant, comprehensive, and tailored to the requirements. 3
5 Support to review Interim Pilot report 5.1 Inputs and feedback in the Interim report, Verify the accuracy of data, facts, figures, and any referenced sources within the report.  5

Timeframe and supervision 

The consultancy service is for a 12-days, and the project activities are expected to be completed within the allotted time frame. The transportation and accommodation of the consultant for the event is not included in the service fee. The consultant will directly report to the project team leader and work together with the project team.   


Payment Schedule

50% of the total contractual amount will be paid after the completion and submission of deliverables included in Task 1 and 2.  

30% of the total contractual amount will be paid after the completion and submission of deliverables included in Task 3 and 4.

20% of the total contractual amount will be paid after the completion and submission of deliverables included in Task 5.
